QUATEST 3 at ANF Young Experts Program 2025 – Tokyo, Japan

In August, the delegation from the Quality Assurance and Testing Center 3 (QUATEST 3) participated in the ANF Young Experts Program 2025 (ANF YEP 2025) held in Tokyo, Japan, hosted by the Japan Quality Assurance Organization (JQA). ;

The ANF Young Experts Program (ANF YEP) is an initiative of the Asian Network Forum (ANF) that aims to build a strong network of young professionals in testing, certification, and standardization. The program serves as a dynamic platform for the next generation to exchange knowledge, strengthen professional expertise, and enhance international collaboration skills.

Active Contribution of QUATEST 3 Representatives

In 2025, the event brought together prestigious international organizations in the standards–measurement–quality sector, including JQA (Japan), EEI (Thailand), KTL (Korea), ETC (Taiwan), alongside QUATEST 3 (Vietnam).

For QUATEST 3, this mission was not only an opportunity to stay updated with global trends in standards, metrology, and quality, but also a chance to demonstrate professional capability, foster international partnerships, and explore future avenues of collaboration.

During the 3 days of the program, many key contents included:

- Opening session: General introduction of member organizations and agencies;

- Technical sharing session: Delegates presented on new standards, key technical orientations in areas of interest to ANF such as HOUS, TRON, ITAV, OFF;

- In-depth training sessions: Taught directly by leading experts such as Mr. Toshiyuki Kajiya (Chairman of IECEE JPNC, Vice Chairman of IECEE CMC);

- Field visit: at the Electrical Safety and EMC testing room of JQA - where the world's most modern technologies in the field of quality measurement standards (TĐC) are applied.

Within the framework of the program, representatives of QUATEST 3 made positive and remarkable contributions, leaving many impressions on international friends such as:

- Representatives of young experts of QUATEST 3 introduced their organization to the international community: In the opening session, the Vietnamese delegation introduced the role, capacity and activities of QUATEST 3, thereby affirming its position as one of the leading units in the field of DTDC in Vietnam.

- Presenting technical papers: QUATEST 3 presented 02 important contents:

QCVN 25:2025/BKHCN - National technical regulation on electrical equipment for household electrical installations and similar installation systems;

Introducing EMC Lab and introducing new points in the draft of CISPR 32 and CISPR 35 standards at the EMC workshop organized by JBMIA.

- Participating in in-depth dialogue: During the training sessions, QUATEST 3 representatives not only listened but also proactively asked many questions, focusing on the procedures for building recognition dossiers, improving certification/testing capacity for NCB (National Certification Bodies) and CBTL (Certification Body Testing Laboratories) in the CB Scheme system.

Participation in ANF YEP 2025 stands as clear evidence of QUATEST 3’s commitment to international integration and cooperation, contributing not only to the organization’s growth but also to the advancement of STAMEQ. More than a series of presentations, discussions, and site visits, the program fostered long-term professional connections and opened new opportunities for cooperation, knowledge exchange, and mutual development.

With this strong foundation, QUATEST 3 is poised to continue affirming its role and making meaningful contributions to the global standardization community in the years ahead.
